Oleander is a hedge or small tree common in Phoenix.  Its flowers are clustered at the end of its branches.  It tolerates and thrives in poor soil and does not need much attention or water.  Oleander blooms red, yellow, white, pink or salmon colors in the spring and fall, even longer in mild weather.
